Amends Section 132C-9, Hawaii Revised Statutes, to allow the reduced ignition propensity cigarette program special fund to receive legislative appropriations in addition to fees collected from the program.

Appropriates funds from the temporary deposits account in the trust fund of the department of labor and industrial relations to the reduced ignition propensity cigarette program special fund for fiscal year 2012-2013 (specific amount left blank in bill text).

Appropriates funds from the reduced ignition propensity cigarette program special fund for fiscal year 2012-2013 to cover program implementation and staffing costs, including one full-time administrator and one full-time assistant (specific amount left blank in bill text).

Directs the state fire council to expend appropriated funds for activities and requirements under Section 132C-4, Hawaii Revised Statutes.

Takes effect on July 1, 2012.
