Permits incarcerated persons to create and sell products and crafts including photographs, paintings, drawings, sewn items, crocheted items, and woodwork at locations designated by the department director.

Allocates proceeds from sales as follows: 25% to the facility's re-entry or rehabilitation services fund, 25% to the crime victim compensation special fund, and 50% to the committed person's account.

Directs the Department of Public Safety to study correctional practices in other states regarding inmate arts and crafts programs, including sales methods, pricing, and proceeds allocation.

Requires the Department of Public Safety to report findings and recommendations to the legislature no later than twenty days before the 2013 regular session convenes.

Takes effect on July 1, 2050.
