Amends Hawaii's computer fraud in the first degree statute to criminalize obtaining or attempting to obtain confidential personal information of another through computer-based communications, rather than requiring unauthorized computer access and property control.

Removes the $300 annual value threshold that previously served as a defense when the only object of fraud was computer use itself.

Expands protections against electronic invasion through social networking sites and computer communications to address theft of reputation and personal identifiers like social security numbers.

Maintains computer fraud in the first degree as a class B felony offense.

Takes effect upon approval and does not apply to offenses committed before the effective date.
