Authorizes arresting officers to place wheel clamps or wheel boots on motor vehicles used in the commission of prostitution-related offenses, including prostitution, promoting prostitution in the first or second degree, street solicitation in designated areas, and solicitation near schools or public parks.

Requires that the vehicle be towed to and stored on the arrested person's property with the wheel clamp in place until payment of an additional $1,000 fine or until acquittal or dismissal of charges; for rental vehicles, the lessor is notified for pickup instead of clamping.

Imposes an additional $1,000 fine for convictions of specified prostitution offenses, with $500 deposited into the domestic violence and sexual assault special fund and $500 deposited into the county general fund where the arrest occurred.

Appropriates an unspecified amount to the counties (Honolulu, Kauai, Maui, and Hawaii) for fiscal year 2012-2013 as a grant-in-aid to purchase wheel clamps or wheel boots, to be expended by the department of transportation.

Takes effect upon approval, except the appropriation provisions take effect on July 1, 2012.
