Requires plan managers of time share associations to maintain an accurate and current list of member names and addresses, including vendors under agreements of sale.

Makes the membership list available to association members at reasonable cost upon submission of a notarized affidavit stating the list will be used only for soliciting votes, proxies, or providing information on association matters.

Caps fees for membership list copies at $1 per page or $200 total, whichever is less.

Prohibits boards of directors from adopting rules that restrict members from soliciting proxies or distributing materials related to association matters, though boards may regulate the time, place, and manner of such activities.

Takes effect on July 1, 2012.
