Incorporates provisions from the latest edition of the International Green Construction Code into the state building code to promote green materials and design in commercial buildings, hotels, and other non-residential structures.

Adds requirements for the state building code to include code provisions based on the International Green Construction Code Water Efficiency Provisions.

Applies only to commercial buildings and does not affect residential or agricultural buildings.

Grants the State Building Code Council discretionary authority to include provisions from the International Green Construction Code and its Water Efficiency Provisions.

Aims to empower Hawaii's builders, designers, and engineers to transform the state's commercial built environment while protecting public health, safety, and welfare.
