Appropriates funds for fiscal biennium 2011-2013 to satisfy salary increases and other cost adjustments related to "favored nations" provisions in supplemental agreements between the Department of Education and collective bargaining units 2, 3, 4, 6, and 13, including the Hawaii State Public Library System.

Appropriates funds to the Hawaii employer-union health benefits trust fund (EUTF) for fiscal biennium 2012-2013 to cover EUTF costs contained in supplemental agreements negotiated between the Department of Education and collective bargaining unit 6, as well as excluded state officers and employees in the same compensation plans.

Originally intended to appropriate funds for collective bargaining cost items for registered professional nurses under bargaining unit 9, but this was replaced by the conference committee with the Governor's proposed language addressing Department of Education bargaining units.

Makes the appropriations apply retroactively to July 1, 2011.
