Appropriates funds for fiscal biennium 2011-2013 to satisfy salary increases and other cost adjustments related to "favored nations" provisions in supplemental agreements with collective bargaining units 2, 3, 4, and 13 and their excluded counterparts.

Appropriates funds to the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) for fiscal biennium 2012-2013 to cover EUTF costs in supplemental agreements negotiated with the state executive branch, Department of Education, and University of Hawaii.

Applies retroactively to July 1, 2011.
