Amends S.B. No. 2341, S.D. 2, H.D. 2 to change population thresholds for zoning provisions from "one hundred seventy thousand people" to "less than one hundred seventy thousand people"

Modifies Section 1, line 13 on page 1 to adjust population criteria

Modifies Section 3, line 19 on page 5 to adjust population criteria with revised language "thousand people, but less than one hundred seventy"

Modifies Section 4, line 17 on page 10 to adjust population criteria with revised language "thousand people, but less than one hundred seventy"
