SB 2342 Summary

• Requires state agencies to purchase, install, and maintain aftermarket equipment certified by the director of transportation to capture and remove re-entrained particles and tire and brake wear emissions from all state vehicle wheels, effective January 1, 2013.

• Extends vehicle inspection certification periods from 12 months to 24 months for vehicles equipped with certified particulate matter capture equipment.

• Requires the director of transportation to certify aftermarket motor vehicle equipment designed to directly capture and remove re-entrained particles and tire and brake wear emissions beginning January 1, 2013.

• Mandates that registered owners or lessees of commercial fleets with 25 or more vehicles must equip all fleet vehicles with certified emission control equipment as a condition of initial and renewal fleet registration.

• Sunsets on December 31, 2016, making this a pilot program with a four-year authorization period.
