Proposes a constitutional amendment to Article VII, section 11 of the Hawaii Constitution that repeals the exemption allowing appropriations from the state educational facilities improvement special fund to exceed the three-year appropriation limit.

Removes the existing language that permitted appropriations from the state educational facilities improvement special fund to be made for periods exceeding three years to allow for construction or acquisition of public school facilities.

After repeal, appropriations from the state educational facilities improvement special fund would be subject to the same three-year limit as other general appropriations, with unencumbered funds lapsing at the end of the fiscal period.

Requires voter approval through a ballot question asking whether the exemption for the state educational facilities improvement special fund should be repealed.

Takes effect upon compliance with Article XVII, section 3 of the Hawaii Constitution.
