Requires sellers of agricultural commodities to complete a certificate describing the commodity, amount, value, seller information including name and vehicle license plate, farm origin, buyer/consignee name and destination, and signatures of both parties.

Mandates buyers verify seller identity with valid photo identification before purchase and requires photocopies of identification for commodities valued at $300 or more.

Prohibits buyers from purchasing agricultural commodities without proper ownership and movement certification and requires reporting of attempted sales without required documentation to police.

Makes theft of agricultural commodities without proper ownership certificates an offense of theft in the second degree and establishes lack of certification as prima facie evidence of theft.

Becomes effective January 20, 2020.
