Addresses overcrowding at Halawa Correctional Facility by creating new inmate housing to eliminate transfer of Hawaii inmates to out-of-state jurisdictions and reduce long-term incarceration costs

Develops a Kalihi station transit-oriented development zone along the planned mass transit rail system route on Dillingham Boulevard to improve services, amenities, and quality of life for Kalihi residents and mass transit users
