Reclassifies pseudoephedrine as a Schedule V controlled substance, requiring it to be dispensed only with a valid prescription from a physician, dentist, podiatrist, or veterinarian.

Removes the exemption that previously allowed over-the-counter sales of pseudoephedrine products when compliance with reporting and daily/monthly purchase limits was maintained.

Repeals sections 329-73, 329-74, and 329-75, eliminating the pseudoephedrine permit requirement, unlawful transport penalties, and over-the-counter sales restrictions including daily limits of 3.6 grams and 30-day limits of 9 grams.

Eliminates the requirement for pharmacies and retailers to maintain electronic logs of pseudoephedrine purchases and monthly reporting to the narcotics enforcement division.

Effective upon approval.
