Requires nonprofit land conservation organizations receiving land conservation funds to provide either an agricultural easement deed restriction or a conservation easement (but not both) to protect the land long-term.

Mandates the Board of Land and Natural Resources, Department of Agriculture, Agribusiness Development Corporation, and Public Land Development Corporation be granted easements by entities receiving land conservation funds, with authority to exempt specific easements.

Requires applications for land conservation funds to include the project's public benefits and results of consultations with specified state departments and agencies regarding maximization of public benefits.

Allows land conservation organizations and county, state, or federal agencies to exempt any easement required under this measure from the easement requirements.

Takes effect upon approval.
