Extends authorization for John A. Burns School of Medicine (JABSOM) to receive a portion of Hawaii tobacco settlement special fund monies for operating expenses through June 30, 2015, with reductions of 27% in fiscal year 2013-2014 and 26% in fiscal year 2014-2015

Requires University of Hawaii to submit financial plans to the Legislature before the 2013, 2014, and 2015 regular sessions detailing how JABSOM will fund operations after July 1, 2015 when tobacco settlement fund authorization expires

Directs reduced portions of JABSOM's tobacco settlement fund allocations to be deposited into the general fund, increasing general fund allocations to 25.5% for fiscal year 2013-2014 and 26.5% for fiscal year 2014-2015

Mandates that any tobacco settlement fund amounts exceeding JABSOM's operating expenses shall be transferred to the general fund in the succeeding fiscal year

Becomes effective upon approval and repeals on June 30, 2015
