Requires all licensing authorities under Chapter 436B to consider military education, training, and service completed in the armed forces, national guard, military reserves, or navy militia as part of license qualification evaluation.

Military service evidence must demonstrate substantial equivalency to state licensing standards to fulfill or partially fulfill licensing requirements.

Directs the licensing administrator of the professional and vocational licensing division to communicate this Act's intent and parameters to each licensing authority.

Requires submission of an implementation report to the legislature no later than twenty days before the 2013 regular legislative session.

Takes effect on July 1, 2050.
