Increases Hawaii paroling authority membership from three members to five members, adding two part-time members to the existing one full-time chair and two part-time members.

Authorizes the governor to establish the salary of the paroling authority chairperson, replacing the prior fixed rate of eighty-seven percent of the director of public safety's salary, effective July 1, 2012.

Maintains compensation for part-time members at eighty percent of the hourly wage paid to the chairperson, with monthly compensation capped at eighty percent of total regular working hours.

Appropriates general revenues for fiscal year 2012-2013 to cover salary increases and equipment expenses related to the two additional part-time members.

Bill takes effect July 1, 2050.
