Creates a China-Hawaii economic strategic plan working group chaired by the governor or designee, attached to the department of business, economic development, and tourism.

Working group must develop a comprehensive strategic plan by December 30, 2012, to enable Hawaii to benefit economically from China's emergence as an economic leader, covering film and digital media, culture and arts, education, health and medical services, and tourism.

Director of business, economic development, and tourism shall submit written reports of the working group's findings and recommendations to the legislature no later than twenty days before the 2013 and 2014 regular sessions.

Membership appointed by the governor may include representatives from state departments, University of Hawaii, Chamber of Commerce, Hawaii Tourism Authority, Hawaii Hotel Association, and other interested stakeholders, serving without compensation but eligible for expense reimbursement.

Working group members must be appointed by July 15, 2012, with the first meeting convened by August 15, 2012; the working group ceases to exist on June 30, 2015.
