Authorizes the Department of Labor and Industrial Relations to procure qualified third-party elevator inspectors to conduct elevator inspections when timely inspections by state deputy inspectors are not feasible.

Addresses a documented backlog of 3-7 years in elevator inspections affecting 78% of Hawaii's 6,700 elevators, which have expired operating permits.

Requires third-party inspectors to be procured through chapter 103D (public procurement) and to meet the same qualification requirements as state inspectors.

Maintains that both state-employed deputy inspectors and qualified third-party inspectors can perform required safety inspections for elevator operating permits and continued operation.

Authorizes the Department to adopt administrative rules under chapter 91 to implement the use of third-party inspectors.
