Prohibits retailers from displaying or storing tobacco products through self-service displays, including shelf displays, counter displays, kiosks, vending machines, or any open display that permits direct customer access without retailer assistance.

Exempts cigarette sales from vending machines that comply with section 328J-16(a).

Defines "retailer" as any entity selling cigarettes or tobacco products to consumers, including owners of tobacco product vending machines.

Defines "tobacco products" to include cigarettes, cigars, e-cigarettes, snuff, chewing tobacco, dipping tobacco, bidis, pipe tobacco, and nicotine products not for cessation.

Establishes penalties of retail tobacco permit suspension for first offense and permit revocation for subsequent offenses; takes effect thirty days after approval.
