Appropriates $80,000 from general revenues for fiscal year 2012-2013 to maintain a telephone-based audible information access service for people with disabilities.

Service to be contracted and administered by the vocational rehabilitation and services for the blind division of the department of human services.

Contractor must be a Hawaii affiliate of a national organization with affiliates in all fifty states that provides electronic access to newspapers, magazines, and television listings.

Service must be accessible 24 hours a day, 7 days a week via touch-tone telephone, Internet, digital talking book players, or MP3 devices for blind, visually-impaired, or print-disabled persons.

Act becomes effective July 1, 2012.
