Increases minimum age requirement for dental licensure from eighteen to twenty-one years old.

Modifies examination requirements to allow applicants to pass either the ADEX examination or any regional or national examination recognized by the American Dental Association.

Eliminates the requirement for community service license applicants to pass Part II of the National Board Dental Examination or demonstrate one thousand hours per year of clinical practice for three years.

Requires community service license applicants to provide evidence of no disciplinary actions against their licensee from another state during the previous ten-year period.

Clarifies that community service licenses are available for dentists employed in the department of health, federally qualified health centers, or Native Hawaiian health systems centers, and extends eligibility to licensed dentists employed in these locations.
