Allows pharmacists to dispense cold products containing pseudoephedrine in combination with other active ingredients without a prescription if the quantity does not exceed a specified threshold and a patient log is maintained.

Exempts cold products containing pseudoephedrine combined with other active ingredients from the prescription requirement if dispensed in limited amounts for short-term treatment.

Requires pharmacies and retailers to maintain electronic logs of all pseudoephedrine sales with customer identification information, submitted monthly to the narcotics enforcement division and retained for five years.

Maintains federal compliance by allowing sales of products containing pseudoephedrine that comply with the federal Food, Drug, and Cosmetic Act and Hawaii's registration and tracking requirements.
