Requires all cellular telephones sold or leased by retailers in Hawaii to bear a warning label about electromagnetic radiation exposure, with specific warnings for children and pregnant women.

Warning label must state: "This device emits electromagnetic radiation, exposure to which may cause brain cancer. Users, especially children and pregnant women, should keep this device away from the head and body."

Labels must be conspicuous, legible, and nonremovable, affixed to front and back of packaging and to the back of the phone occupying at least 30 percent of the back surface.

Applies to all cellular telephones including refurbished and remanufactured models sold for profit by retailers.

Violations constitute unfair and deceptive trade practices subject to civil penalties under Hawaii law, with each phone sold in violation counting as a separate violation.
