Requires all public schools, charter schools, and University of Hawaii campuses to have at least one automated external defibrillator (AED) in a permanent location by the end of the 2013-2014 school year.

Mandates schools with athletic trainers to have an additional AED available at every sporting event (including competitions, scrimmages, and practices), with the athletic trainer trained and certified in AED use at all times.

Requires schools without athletic trainers to have at least two faculty members trained and certified in AED use present at every sporting event.

Establishes maintenance requirements including regular testing per manufacturer guidelines and readiness checks after each use and at minimum every thirty days, with records maintained by schools or the University of Hawaii.

Modifies liability protections to clarify that athletic trainers and faculty members administering AEDs under this law are protected from civil damages except for gross negligence, without loss of liability protection status.
