Office of the Governor shall conduct a feasibility study on allowing courts to issue temporary restraining orders based on sworn oral testimony via telephone, radio, or electronic voice communication when exigent circumstances prevent in-person appearance.

Study must review the existing temporary restraining order process and evaluate improvements through electronic testimony methods.

Study must include financial and manpower analysis, identification of intended and unintended effects, and implementation timetable for the proposed process.

Governor shall submit report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2013 regular session.

Appropriates funds from general revenues for fiscal year 2012-2013 to conduct the study, effective July 1, 2012.
