Changes the filing deadline for preliminary campaign reports from July 31 of the election year to thirty calendar days prior to a primary election.

Maintains existing ten-calendar-day preliminary report filing deadlines before primary, special, nonpartisan, and general elections.

Specifies that the preliminary report filed thirty days before the primary election shall be current through June 30, while all other preliminary reports shall be current through the fifth calendar day before their respective filing deadlines.

Clarifies that candidates who are unsuccessful in a primary or elected in an initial election are not required to file a preliminary report before the general election, but must file a final election period report.

Effective upon approval.
