Requires motor vehicle insurers to report all existing policies to the insurance division by December 31, 2013, with non-electronic reporting permitted for existing policies.

Mandates electronic reporting of all new motor vehicle insurance policies within 30 days of coverage effective date beginning January 1, 2014, and electronic reporting of policy terminations or changes within 45 days.

Requires insurers to notify the insurance division by June 30, 2013 of the electronic method they will use for reporting insurance information.

Prohibits vehicle registration renewal beginning January 1, 2014 unless the director of finance receives satisfactory evidence of financial responsibility for the motor vehicle.

Authorizes the insurance division to develop an electronic verification method for law enforcement and court personnel to confirm motor vehicle insurance policies and establishes penalties for insurers failing to report timely.
