Establishes the Hawaii 3Ts school technology laboratories fund as a separate fund under the Economic Development Alliance of Hawaii, Inc., to provide grants and contracts for technology laboratories in public schools.

Fund may receive contributions from state, county, federal, private, and other sources; state appropriations cannot supplant existing school technology funding.

Requires a minimum 50-cent private, federal, county, or community match for every dollar granted from the fund to recipients.

Appoints a Hawaii 3Ts school technology laboratories board with stakeholders from education, business, and government to solicit funds, establish criteria, review proposals, and make funding recommendations.

Requires the University of Hawaii to extend its current land lease with the high technology development corporation at 2800 Woodlawn Drive, Manoa for no less than 25 years from the expiration of the existing lease.

Effective July 1, 2012.
