Establishes statute of limitations for civil actions by victims of child sexual abuse: either 8 years after the victim's 18th birthday or 3 years after discovering the abuse caused injury, whichever is later

Creates a 2-year window for victims previously barred by expired statutes of limitations to file civil claims against their abusers

Allows claims against legal entities (including the State and political subdivisions) if the abuser was employed by the entity or the entity had responsibility or control over the activity, requiring a finding of gross negligence

Requires filing of a sealed certificate of merit from a licensed psychologist, marriage and family therapist, mental health counselor, or clinical social worker confirming reasonable basis for the claim

Permits defendants to recover attorney's fees if the court independently determines the accusation was false with no factual basis and made with malicious intent
