• Requires the homeless programs office of the Department of Human Services to establish designated safe facilities throughout the State for homeless persons to reside until permanent housing becomes available.

• Mandates designated safe facilities provide clean eating areas, showers, toilets, and laundry facilities.

• Directs the homeless programs office to establish rules and a code of conduct for residents, with authority to take appropriate action for non-compliance or illegal activity; office may establish minimum fees with revenues used to offset facility expenses.

• Requires the homeless programs office to partner with community and nonprofit organizations and coordinate with state and county law enforcement to provide support services and security for facility residents.

• Appropriates funds from general revenues for fiscal year 2012-2013 to establish the designated safe facilities, effective July 1, 2050.
