Department of Health's Family Health Services Division, with assistance from the Hawaiian Islands Oral Health Task Force, must conduct a public education program on proper oral hygiene for children, including information on dental sealants for children under 18 and the importance of semiannual dental visits.

Appropriates funds for an electronic system to track data on children's dental health to assist the State in targeting programs to reduce tooth decay and dental problems.

Transfers authority to determine fees paid to dentists for services to public assistance recipients from the Medicaid fee schedule to the Department of Human Services.

Effective date set for July 1, 2050, to allow for further discussion of the measure.

Addresses Hawaii's ranking as last among states for children's dental health by improving public awareness and data tracking capabilities.
