Exempts nonresidential agricultural and aquacultural buildings or structures on commercial farms and ranches located outside urban districts from county building permit requirements under specified conditions.

Requires each county to establish by January 1, 2013, a list of exempt agricultural buildings and structures, or the state exemptions automatically become the county's exemption list.

Mandates owners notify fire departments and county building agencies within 30 days of completion, and requires electrical, plumbing, and wastewater systems to comply with county permits, licensed installer standards, and chapter 342D regulations.

Establishes a task force within the Department of the Attorney General to examine conflicts between state statutes, county codes, and agricultural interests, with recommendations due to the Governor by December 15, 2012.

Effective July 1, 2012.
