Allows candidates to use campaign funds to award scholarships to full-time students attending institutions of higher education or vocational education schools in programs leading to a degree, certificate, or recognized educational credential.

Limits total scholarship awards in any election period to no more than twice the maximum amount that one person may contribute to that candidate under Hawaii Revised Statutes section 11-357.

Prohibits scholarship awards from being made between the filing deadline for nomination papers and the date of the general election.

Adds scholarship awards as a new permitted use of campaign funds under HRS section 11-381(a), while maintaining existing restrictions on campaign fund uses for donations to organizations and other specified purposes.
