Establishes a marine life conservation special fund under the Department of Land and Natural Resources to provide dedicated funding for protecting Hawaii's coral reef ecosystems and marine resources.

Authorizes the collection of nonresident user fees and permit fees for entry into marine life conservation districts, with collected revenues deposited into the special fund.

Directs 20 percent of all funds collected from nonresident user fees to the Office of Hawaiian Affairs as ceded lands revenues.

Authorizes use of special fund moneys for marine conservation district monitoring, research, enforcement, education, management of fishing areas, compensatory mitigation for environmental impacts, and marine conservation research and educational programs statewide.

Takes effect on July 1, 2012.
