Requires the Department of Agriculture to collaborate with other institutions to implement a livestock feed feasibility pilot project to address rising feed costs for local protein producers.

Appropriates $250,000 from the general fund for the livestock feed feasibility pilot project, with a portion designated as matching funds for a federal construction grant to build a pilot-scale feed mill.

Appropriates an additional $250,000 from the general fund to reimburse qualified producers of milk, pork, eggs, poultry, and beef for feed costs up to the lesser of $200,000 or ten percent of feed costs.

Eliminates the requirement that general fund appropriations be matched dollar-for-dollar by appropriations from the agricultural development and food security special fund.

Becomes effective on July 1, 2012.
