Abolishes the State Building Code Council and transfers state building code adoption authority to the Department of Accounting and General Services.

Requires counties to adopt state building codes based on the latest editions of the International Building Code, International Residential Code, International Energy Conservation Code, Uniform Plumbing Code, and state fire code within two years of publication, or opt out of adoption.

Allows counties to amend the state building code without state council approval, with different procedures for codes adopted before July 1, 2012 versus after that date.

Exempts state building construction projects from county codes that have not adopted the state building code or that conflict with state building code minimum performance objectives.

Changes the compliance deadline for state building construction from "effective date" to "publication date" of the state building code.
