Makes emergency appropriations totaling $5,790,697.12 for fiscal year 2011-2012 to pay judgments and settlements against the State that were requested but not funded during the 2011 regular legislative session.

Appropriates $3,684,847.12 from general revenues to the Department of Attorney General for claims involving multiple state departments including Education, Health, Public Safety, and others.

Appropriates $2,050,300.00 from the state highway fund to the Department of Transportation, Highways Division for three settlement claims.

Appropriates $55,550.00 from the harbor special fund to the Department of Transportation, Harbors Division for two settlement claims.

Limits interest payments on judgments to the period from judgment date to thirty days after the Act's effective date and requires Attorney General approval before any payments are made.
