Authorizes officers of the Federal Bureau of Investigation (FBI) and United States Immigration and Customs Enforcement (ICE) to make arrests without a warrant under state law.

Repeals authorization for Citizenship and Immigration Services (CIS) officers to make arrests without a warrant, as CIS officers lack arrest authority under federal law.

Aligns state law with the federally granted enforcement authority of FBI and ICE officers to support state and county law enforcement in natural disasters, joint task forces, and major events.

Received support from the State Attorney General; opposition from the American Civil Liberties Union of Hawaii and one individual.

Committee recommends passage and referral to the Committee on Judiciary and Labor.
