Add comparable foreign convictions and tribal convictions to covered offenses requiring sex offender registration

Clarify that conviction occurs on the date judgment is entered and expand the definition of sexual offense to include attempts, criminal solicitation, and criminal conspiracy

Require offenders subject to sex offender registration in their jurisdiction of conviction to also register in Hawaii, and clarify registration requirements for non-residents remaining in the state for more than ten days or thirty aggregate days per calendar year

Require covered offenders without registered residences to report to any police station once per month and create a new offense for failure to report to any police station by the last day of every month

Create tier classifications for covered sexual offenses not included in current tier classification law
