Adds new section §661- to Hawaii Revised Statutes requiring prisoners to exhaust available administrative remedies within sixty days of filing a complaint before bringing any state court action regarding prison conditions.

Defines "prisoner" to include any person incarcerated or detained in any facility who is accused of, convicted of, or sentenced for violations of criminal law or the terms and conditions of parole, probation, pretrial release, or diversionary program.

Excludes juveniles incarcerated in youth correctional facilities from the definition of "prisoner" under this section.

Applies to actions brought under any state or federal law with respect to prison conditions in jails, prisons, or other correctional facilities.

Takes effect upon approval.
