HI SB2742

Changes the composition and decreases the voting membership of the Hawaii Community Development Authority (HCDA) to nine voting members for each established district to improve the decision-making process and address quorum difficulties.

Prohibits small business representatives on HCDA from voting on matters concerning the Heeia Community Development District.

Allows county members on HCDA to vote on and participate in determining quorum and majority only on issues not relating to the Heeia Community Development District.

Requires the Governor to appoint three additional voting members to represent the Heeia Community Development District.

Authorizes HCDA to lease all or a portion of real or personal property in the Kakaako Community Development District without public auction or sealed bid requirements, providing greater flexibility for implementing long-term community development.
