Adds climate change adaptation priority guidelines to Hawaii's State Planning Act (Chapter 226) as a seventh major area of statewide concern requiring priority attention.

Establishes 10 priority guidelines for climate change adaptation addressing agriculture, conservation, coastal areas, natural resources, education, energy, health, historic preservation, water resources, housing, recreation, transportation, and the economy.

Requires guidelines to focus on public education, community participation, climate monitoring and research, incorporation of native Hawaiian knowledge, preservation of natural landscape features, cross-jurisdictional collaboration, and adaptive management approaches.

Directs state and county agencies to use these guidelines to inform major decisions regarding budgeting, land use, county general plans, and development planning under the Hawaii State Planning Act.

Takes effect upon approval.
