Repeals Act 290, Session Laws of Hawaii 1997, which previously established incentives for electric vehicles.

Authorizes the Department of Transportation to adopt rules for registration and issuance of special license plates for electric vehicles.

Exempts electric vehicles with special license plates from parking fees charged by state or county authorities, except for metered parking beyond 2.5 hours or the meter's maximum time limit, and excludes weekly, monthly, or annual parking permits.

Exempts electric vehicles with special license plates from high occupancy vehicle lane restrictions.

Defines "electric vehicle" as either a neighborhood electric vehicle or a vehicle with four or more wheels powered by a rechargeable battery with at least four kilowatt hours of energy storage capacity.
