Redefines requirements for out-of-state collection agencies seeking exemption from Hawaii registration, requiring they have no employees, offices, or business presence in Hawaii and maintain current, unrestricted licensing in a "reciprocal state"

Prohibits exempt out-of-state collection agencies from collecting debts on behalf of creditors with any business presence in Hawaii, and restricts all communications with debtors to telephone, mail, facsimile, or electronic mail

Requires exempt out-of-state collection agencies to notify the director within 30 days of any judgment, disciplinary action, or consent decree issued against them, with automatic forfeiture of exemption if their out-of-state license becomes suspended or revoked

Increases penalties for violations of collection agency regulations from $1,000 to $5,000 per violation for non-individuals, and extends personal liability to officers, agents, and employees who participate in violations

Takes effect July 1, 2050
