Updates chapter 312, Hawaii Revised Statutes, to clarify the duties and responsibilities of the Board of Education, Hawaii State Public Library System, and State Librarian regarding the Hawaii State Public Library System.

Increases the Board of Education's active role in overseeing the Hawaii State Public Library System despite long-standing practices that have delegated certain responsibilities.

Retains the State Librarian's authority to appoint one secretary, codified under section 312-2.1, Hawaii Revised Statutes.

Removes language that would have transferred certain responsibilities, duties, and powers from the Board of Education to the State Librarian under sections 312-1, 312-2, 312-4.6, 312-5, and 312-21, Hawaii Revised Statutes.
