Expands drug offense probation eligibility to include second-time offenders for possession or use of dangerous drugs, detrimental drugs, harmful drugs, intoxicating compounds, marijuana, or marijuana concentrate (excludes distribution, manufacture, and methamphetamine trafficking offenses).

Allows one-time expungement of drug conviction records for probationers who have not previously received a probation sentence for drug offenses and who successfully complete substance abuse treatment and comply with probation conditions.

Reduces probation terms from five years to three years for class B and class C felonies, except for sexual offenses and child abuse cases under parts V and VI of chapter 707.

Establishes incentive time credit system allowing courts to reduce probation periods when probationers demonstrate positive case plan progress, remain current on restitution and financial obligations, and complete community service (20 days earned per 30 days of compliance).

Increases the felony theft threshold from $300 to $750 for theft in the second degree to adjust for inflation and align with national standards.
