• Establishes a twelve-month expedited procurement process for information technology projects authorized under the Supplemental Appropriations Act of 2012 to implement the State's information technology strategic plan.

• Directs the state procurement office and office of information management and technology to submit monthly reports to the legislature beginning July 30, 2012 on the status of IT procurements for authorized transformation projects.

• Allows the state procurement officer to approve exemptions for individual procurements that facilitate immediate deployment of demonstration technology projects to be completed by June 30, 2013.

• Requires the office of information management and technology to report on the number of expedited IT procurements completed, results achieved in each project, and recommendations on establishing a new IT procurement category within state procurement laws.

• Takes effect July 1, 2012.
