Makes general fund appropriations of unspecified amounts for fiscal years 2011-2012 and 2012-2013 to recapitalize the Hawaii Hurricane Relief Fund, which was depleted to approximately $8,800,000 as of June 30, 2011.

Amends Section 237-31 of Hawaii Revised Statutes to remove provisions requiring deposits into the hurricane reserve trust fund from general excise tax revenues in fiscal years 2013-2014 and 2014-2015.

Appropriations are to be expended by the department of commerce and consumer affairs for purposes of restoring state fiscal reserves in response to bond rating agency concerns about reserve depletion.

Takes effect July 1, 2030.
